2026 EU Public Policy Agenda
IFPA advocates for an enabling policy and regulatory environment in the European Union that supports the fresh produce sector's operations and increases the consumption of fruits and vegetables, the most effective lever to improve public health, strengthen sustainability, and support a resilient agri-food system.
OUR COMMITMENT IN EUROPE
By aligning health, nutrition, horticulture, agriculture and market policies, Europe can unlock the full potential of fresh fruits and vegetables to reduce CVDs, lower healthcare costs and build a vibrant future for all. IFPA is committed to working with EU Institutions, Member States, and stakeholders to bring together the global produce and floral sector behind a clear, consistent voice.
CORE POLICY PILLARS
NUTRITION & HEALTH
Making Fresh Produce visible, accessible & affordable
- CVD Prevention: Ensure the EU's Safe Hearts Plan recognizes low fruit & veg consumption as a key modifiable risk factor.
- FOP Labelling: Advocate for a mandatory, harmonized Front-of-Pack scheme that is fair to fresh/minimally processed foods.
- Public Procurement: Mobilize public food environments to include minimum shares of fresh produce.
- Affordability: Support reduced VAT rates and fiscal measures to lower the price barrier.
TRADE & MARKET ACCESS
ensuring open, rules and science-based trade
- Shielding from Disputes: Keep fresh fruits, vegetables, and florals out of retaliatory measures (EU-US) and avoid collateral damage.
- Science-Based Rules: Ensure SPS measures, market access, and border controls are firmly grounded in risk assessment.
- Stable Supply: Secure continuous, affordable supplies to European consumers by reducing tariff/nontariff barriers.
SUSTAINABILITY & SAFETY
workable regulations preserving quality
- Packaging (PPWR): Drive science-based exemptions to single-use plastics bans to prevent food waste and ensure safety.
- MRLs & Food Safety: Support Maximum Residue Limit frameworks that remain risk-proportionate and harmonized internationally (Codex).
- Innovation: Call for streamlined approvals for biologicals and enabling frameworks for new breeding techniques (NBTs).
